Accessing the right support can make all the difference. This section connects you to state benefits and local resources that provide financial assistance, healthcare services, educational support, and community programs for individuals with Down syndrome and their families.

What is Waiver? 

  • CES (Community & Employment Support)

  • The Division of Developmental Disabilities Services Waiver Services section provides many community-based services to eligible individuals as well as the management, policy development, planning and administration of the Medicaid Home and Community Based Waiver 

Who's Eligible?

  • Arkansans of all ages with intellectual or developmental disabilities (IDD)

  • You may hear these services referred to as "waiver" services, "DD waiver" services, or home and community-based services

How Do I Apply?

  • Contact the Developmental Disabilities Services (DDS) Intake & Referral Unit

  • Complete the Application

  • Wait to be placed on the Waiver request list

Waiver

TEFRA - Tax Equity and Fiscal Responsibility Act

What is TEFRA?

  • TEFRA is a Medicaid program that can help families with children younger than 19 who have a disability receive care in their homes rather than an institution

  • Some families may not have to pay anything for the program, others may pay a premium on a sliding scale, depending on their income

Who's Eligible?

  • Approval for the program is based on Financial Eligibility and a Medical Evaluation Process to determine if all three requirements below are met

    • Disability requirement​

    • Medical Necessity and Appropriateness of Care Requirement

    • Financial Requirements

How Do I Apply?

What is PASSE?

  • PASSE is a program that serves Medicaid clients with complex behavioral health, developmental, or intellectual disabilities

  • The PASSE model is a Medicaid-funded program that changes the way services are covered by Medicaid for certain individuals who are eligible

Who's Eligible?

  • A Medicaid client's services will be managed and reimbursed by the PASSEs if the person:

    • Is on Developmental Disabilities (DD) Waiver​

    • Is on the DD Waiver waitlist and gets Medicaid state plan services 

    • Lives in a private DD Intermediate Care Facility

    • Has a behavioral Health diagnosis and needs services in addition to counseling and medication management

PASSE - Provider-Led Arkansas Shared Savings Entity

ARHIPP - Arkansas Health Insurance Premium Payment Program

What is ARHIPP?

  • ARHIPP pays for eligible Medicaid members and their families to receive health insurance through their job or COBRA

  • It is free and does not affect Medicaid eligibility

  • Medicaid members keep their Medicaid coverage AND receive the benefits of other insurance

Who's Eligible?

  • To be eligible for ARHIPP (Arkansas Health Insurance Premium Payment Program), you must be an active Medicaid recipient in Arkansas and have access to a group health insurance policy through your employer or COBRA

  • You need to have access to a group health insurance plan provided by your employer or through COBRA

How Do I Apply?

  • To apply for ARHIPP (Arkansas Health Insurance Premium Payment), you can: 

    • Fill out an online application on the ARHIPP website

    • Print a paper application to mail or fax

    • Or call the toll-free number 1-855-692-7447 to start your application over the phone
